CfT uses a proven systems-change model that values listening and cocreation. With WAGE’s support, PARO
partners with nonprofits, community leaders, and private sector allies to connect directly with women entrepreneurs.
THE GOAL: to carry out Collaboration Innovation Tables (CITs) surveys, focus groups, and interviews to better understand women’s real experiences, identify gaps, and design tailored programs and policies needed to support the ongoing success of women-owned businesses. It’s about transforming systems—not just tweaking them – to advance women’s economic security.
CfT will scale across four WAGE regions: Atlantic, Ontario, Prairies, and Pacific.
This collaborative project will address barriers that women entrepreneurs, including Indigenous, newcomer, and other diverse entrepreneurs with intersecting identities, disproportionately face in comparison to men when growing their business, including in growth sectors such as green ∕ clean tech, digital services, agri-food and manufacturing.
Systemic change refers to changing one or more elements within a system (e.g.: government policy, hiring practices, etc) to ensure women’s full participation in Canada’s economic, social, and political life. At PARO, we are particularly focused on the systemic challenges faced by women entrepreneurs.

Le second Collaboration for Transformation Survey, led by the PARO Centre pour l’entreprise des femmes,, is designed to capture how realities have shifted: what’s improving, what still needs attention, and where we can act to make the greatest difference.
This 10–15 minute survey dives deeper into the issues that matter most such as access to capital, recognition, and how AI technology, trade, and daily costs shape business sustainability.
